Before you federalists and sovereignists lose your minds, note that Quebec has very complex and annoying rules for those running contests here (the rules, thanks Les Perreaux for the laugh), which is why most don't bother - National Geographic wasn't suggesting that we were a dictatorship. That's just Laval.
