Mayor Denis Coderre says the City of Montreal isn't hiring.
He's implenting a freeze he says will be "indefinite" as his administration looks at ways of making the city smarter and more efficient.
He also wants to cut some costs as he prepares his first Montreal budget.
The mayor says the freeze will target white collar and management jobs, and not essential services.
Police, firefighters, water maintenance and trash and snow collection won't be affected.
About 960 jobs will be affected, almost a third of the city's 3,200-strong workforce.
Coderre adds that the city will be looking to fill positions internally.
