Charbonneau: ex-DJL estimator outlines collusion system

An engineer and one-time employee for DJL Construction spun more tales of collusion today at the Charbonneau Commission.

Nicolas Hains was in charge of getting estimates for the company. He explained how DJL instructed him to only seek out bids from the Mivela construction company, which long held a virtual monopoly on paving contracts handed out by the city of Montreal.

Mivela Construction was owned by Nicolo Milioto, the man who's already been dubbed 'Mr. Sidewalk' at the Commission's hearings.

Hains says he was also told not to ask too many questions about this bosses' dealings. He said the boss, incidentally, upbraided him for contacting a firm other than Mivela to get an estimate.
