Police in Boston detonated two backpacks near the Boston Marathon finish line.

The incident began when officers stopped a man walking barefoot in the rain.

He said he was carrying a rice cooker, which officers eventually found was filled with confetti.

The second backpack left unattended was filled with camera equipment.

The man has been charged with possession of a hoax device, disorderly conduct and disturbing the peace.
