Some preliminary conclusions are coming now from the psychoanalyst brought in to decode Quebec City's zeitgeist. Clotaire Rapaille warned an audience of communications experts yesterday that they probably wouldn't be happy to hear what he had to say. He's originally from France, now based in New York. He describes Quebec City residents as passionate about their city but also neurotic and locked in a perpetual sado-masochistic love relationship with the province's English community. The city is paying him a quarter million dollars for his analysis. He is still several months away from issuing his final report.
