With roadwork turning Highways 13 and 15 into parking lots during rush-hours, municipal authorities on the North-Shore are demanding the completion of Highway 19. 

They note that traffic is now jamming beyond the 640, all the way to Mirabel on highway 15, resulting in a 2-hour drive to Montreal.

Bois-des-Filions mayor Paul Laroque says completing Highway 19 would allow people to bypass the 13 and the 15 to get to the 440 and the 640.

He also says Highway 19 could have a reserved bus-lane (the first on the North-shore) to get people to the Laval metro much more quickly:  in 15 minutes compared to 45 minutes now.
