A report claims Loto-Quebec has spent almost twice as much money last year on gifts for its privileged clients than on efforts to stem problem gambling.

The provincial lottery association spent $54 million on perks for the half-million customers signed up for the Casino Privileges program compared to the $30 million spent on curbing problem gambling.

Loto-Quebec chalks it up to competition from Ontario and American casinos saying they need to attract the high rollers often from outside the province.
