Program to improve drop-out rate gets F

There is a report that Quebec's big effort to reduce the high school drop out rate earned a failing grade. A newspaper report quotes preliminary findings on the seven-year campaign. Despite spending of 200-million dollars, there was no significant improvement in the drop-out rate in schools targetted by the program. Analysts say there were big problems with implementation, the fault resting with the Education Ministry, school boards and schools. A new drop-out strategy is expected from Education Minister Michelle Courchesne in the autumn but the official release of the last one's results won't be available until December.
